Observational Skills

It has long interested me how the contrast between general 'learning through observation' and 'observational learning'. There's an article in the People's Daily Online from China that looks at "New education approach on horizon". As part of the discussion of how one should measure and improve the educational process there is concern "whether the school encourages children to practice observational skills...". This issue often occurs, but it is clearly problematic. The act of simply learning to observe, of knowing what and how to observe in order to learn is balanced precariously between autopoiesis and tautology. It isn't helped either that the process itself is necessarily recursive.
